South Dakota is the only state to recognize Native American Day as an official state holiday. In 1968, the Uniform Monday Holiday Act gave several holidays “floating” dates so that they always fall on a Monday, and also established Columbus Day. In 1888 and 1894, respectively, Decoration Day (now Memorial Day) and Labor Day were created. Armistice Day was established in 1938 to honor the end of World War day trading mutual funds I, and the scope of the holiday was expanded to honor Americans who fought in World War II and the Korean War when it was renamed Veterans Day in 1954. Holidays Work Schedules and Pay

The Transportation Security Administration would not be able to hire new airport security screeners ahead of the busy holiday travel season. Lawmakers would continue to collect paychecks, even as other federal workers do not. Staffers would not get paid, though those deemed essential would be required to work. Obama called for a spending bill with no conditions attached, but Republicans ultimately opted to shut down the government over their opposition to the landmark health care law.

The Social Security Administration would continue to issue retirement and disability benefits, though the agency might have to delay its announcement of its annual increase in payments. The Secret Service and the Coast Guard would also continue operations, and most employees would continue to work. Agents at the FBI, the Drug Enforcement Administration (DEA) and other federal law enforcement agencies would remain on the job, and prison staffers would continue to work. In the end, Democrats relented after Republicans pledged to work toward a deal addressing DACA, and Trump signed a short-term funding bill that reopened the government.

Certain employees, such as firefighters, who receive special compensation that anticipates holiday work, thereby forgoing entitlement to holiday premium pay, may be charged leave for an absence occurring on a holiday during which the employee was scheduled to work. Federal law (5 U.S.C. 6103) establishes the public holidays listed in these pages for Federal employees. Please note that most Federal employees work on a Monday through Friday schedule. For these employees, when a holiday falls on a nonworkday — Saturday or Sunday — the holiday usually is observed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday). This preparation includes determining the offices to remain open and personnel who will be required to report for national security, defense or other essential duties. The Office of Personnel Management (OPM) will undertake the job of implementing the Executive Order. Pell Grants and student loans would continue to be paid, but could be disrupted as most Education Department employees would be furloughed, according to the agency’s 2021 plan. The Internal Revenue Service (IRS) would stop examining and auditing tax returns and responding to taxpayer queries.

Employees under flexible work schedules are entitled to holiday premium pay if they are required to work during the hours of their “basic work requirement” (i.e., non-overtime hours) on that day, not to exceed 8 hours. In the event the President issues an Executive order granting a “half-day” holiday, employees on a flexible work schedule are entitled to holiday premium pay for work during the last half of their “basic work requirement” (i.e., non-overtime hours) on that day, not to exceed 4 hours. The federal holidays listed above are designated by the United States Congress in Title V of the United States Code (5 U.S.C. 6103).

Passport and visa processing would continue as long as there were sufficient fees to cover operations. Nonessential official travel, speeches and other events would be curtailed. The Smithsonian museums that line the National Mall have enough money on hand to stay open for about a week after a shutdown, as would the National Zoo. After that, they would close to the public, though zoo staffers would continue to care for animals.
